The 75% resident air fare discount in Spain: who qualifies and how it works

Nationality and residence requirements, eligible routes, and how residence is checked through the SARA system or a municipal registration certificate.

If you live in the Canary Islands, the Balearic Islands, Ceuta or Melilla, you may be entitled to a 75% discount on scheduled flights between your region of residence and the rest of Spain. It’s a state subsidy governed by Royal Decree 1316/2001 and managed by Spain’s Ministry of Transport and Sustainable Mobility.

Who qualifies

According to the Ministry of Transport, the discount is available to people registered as residents (empadronados) in the Canary Islands, the Balearic Islands, Ceuta or Melilla who are:

  • Spanish nationals, or nationals of another EU country, the European Economic Area or Switzerland;
  • non-EU nationals who are family members of EU citizens with a right of residence or permanent residence;
  • non-EU nationals with long-term residence.

The Ministry also sets out specific rules for British nationals covered by the Withdrawal Agreement, people with asylum or subsidiary protection, and stateless people.

Which flights it covers

The discount applies to scheduled flights to or from the region where you live and the rest of Spain. It doesn’t apply to international flights.

Residents of Ceuta get the discount on the air leg of a direct journey combining ferry and plane when the flight departs from or arrives at Málaga, Jerez or Seville.

How residence is checked

  1. When you buy your ticket, the airline or travel agent checks your residence online through the Ministry’s SARA system, using your ID document.
  2. If the SARA check isn’t successful, you’ll need to prove residence at check-in or boarding with a municipal registration certificate (certificado de empadronamiento) containing the details listed in Annex I of Royal Decree 1316/2001.

Always carry the document you used to book: your national ID card or passport if you’re an EU citizen, or the foreigner’s identity card (TIE) showing long-term or permanent residence. Without the right documents, the airline may not let you use the discounted ticket.
